Reasons that we cannot authorize of long-term excellent house are as follows.
・By regulations of "Town Planning and Zoning Act Article 53" (the authorization of building), it regulates construction of building for the purpose of securing the smooth enforcement of future business in the enforcement area of urban development business.
・When you correspond to requirements of permission standard, "please do move or removing by the time limit when move or removing is necessary for business operation." We refer equal no condition and admit.
※About the move mentioned above or removing, it is condition to be necessary even if effective time of Urban District Redevelopment Project is undecided, and this is because it disagrees with "thing prescribed in "Paragraph 1 No. 4 ro of law Article 6 (authorized standards) about promotion of the spread of long term excellence houses" with or more period of maintenance maintenance of house after building for 30 years.".

The present situation of district

Around Seya Station pushes forward land readjustment project to plan function accumulation and urban infrastructure maintenance that are good for local base.
In the north side of Seya Station, it was made city planning decision as district that pushed forward land readjustment project in the district (about 172 hectares) in northern Futatsu Bridge in 1958.
Of these, in Seya Station north district (about 8.9 hectares), we made business plan decision of land readjustment project in 1988, and business was completed in March, 2000. In addition, we set "Seya Station north district city planning" in 1993 for the purpose of maintenance, increase of good city area environment and pushed forward town development.
Furthermore, we set "guideline (the outside site) of Seya north A district town planning" and "Seya Station north district town planning discussion guideline" to push forward use of land appropriate for business district of the station square when we arrive in front of Seya Station.
We will push forward examination about method of new town development that accepted characteristic of district in future without being particular about town development by land readjustment project along "way of thinking (PDF: 992KB) of town development of district in northern Futatsu Bridge" that we set in 2005 about district in northern Futatsu Bridge.
On the other hand, in the south side of station, we launched business as route rezoning type street improvement project for maintenance of cyclic Route 4 in Seya Station south district (about 3.2 hectares) in 1988, and land readjustment project was completed in 1998.
However, there are still many timeworn buildings, and, in the neighborhood of south exit, store and houses crowd. Furthermore, safe, comfortable walker space is not found without there being smooth traffic processing at the station square because traffic bases such as roads are not maintained enough.
Therefore we push forward examination about town development such as Urban District Redevelopment Projects because we secure open space, road appropriate for the station square and walker space at the station south exit, and it is necessary to push forward the appropriate land use.

District in northern Futatsu Bridge

In the district in northern Futatsu Bridge, city planning decision of land readjustment project was done about area of about 172 hectares in 1958 (the red dotted line of upper figure). Afterwards, "Seya Station north district land readjustment project" was carried out in the area of north side about 8.9 hectares of Seya Station, but making advances, and city greatly changes into the situation of district in process when 50 years or more time passes without land readjustment project being carried out in other areas.
We push forward examination about method of new town development that accepted characteristic of district without being particular about town development by land readjustment project along "way of thinking (PDF: 992KB) of town development of district in northern Futatsu Bridge" that we set in 2005 because it is difficult to push forward the whole district as land readjustment project from change of such a district and changes such as society economic situation to surround Motoichi.

The present situation and problem of district

Safe, comfortable walker space is not found without mall and residential areas crowding in the south exit district in district, and being able to do smooth traffic processing in the station square grid of the present situation.
In our district, we secure station square, road appropriate for the station square, walker space, and it is necessary to push forward the appropriate land use.

"Seya Station south exit A district redevelopment meeting" that was the ground incarnation organization started in Seya Station south exit A district (about 2.3 hectares) in March, 1999, and, in July, 2010, "best district city area redevelopment preparations association in the Seya Station south exit" (we rename from Seya Station south exit A district first block city area redevelopment preparations association in June, 2013) was established soon in Seya Station south exit A district first block (about 1.0 hectares).
We push forward examination of industrialization by Urban District Redevelopment Projects with the ground incarnation group to push forward town development appropriate for the station square.
