In Ministry of Justice and association of Civil Rights Commissioners society of the whole country, deepen understanding about importance and fundamental human rights of respect for human rights through writing composition based on experience that junior high students carrying the next generation got in everyday family life or school life and, for the purpose of wearing rich human rights sense, carry out "the whole country junior high student human rights composition contest" from 1981.
